Federal District Court Judge Anna Diggs Taylor's NSA decision yesterday, I believe, means that THE issue for the 2006 election has now been set.  Sides have been chosen.  You wanted 2006 to be a referendum on President Bush's War on Terror policies?  Well, you just got one.  Let's roll.
